The Demise of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the announcement of a new 28-point plan for ending the war appeared – temporarily – to have been contained. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The succession of contrasting events captured the bleak nature of the outgoing year. By day, negotiation efforts are waged: positive announcements are delivered from various governments. Significant resources is expended on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "settlement".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a capability afforded by current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming aerial threats flew past – modern combat jets delivered to Ukraine by NATO members.

Shortly after, Kyiv's missile defense engaged: several firings targeted at a hostile projectile. This was a advanced protection mechanism at work, probably provided by allied countries. Every launch shakes the surroundings, causing tremors. The brief panic quickly transforms into sober acceptance: maybe the incoming missile won't hit its mark this time, protecting urban areas from catastrophe and further power outages.

Ongoing Risks

Not long after, a heavy machine gun opened up on a aerial vehicle in the vicinity, part of a rapid response unit – almost certainly allied-provided weaponry. Sadly, the shots failed to hit the enemy aircraft – it maintained course toward its target.

With pauses, this persisted until dawn. Kyiv faced the morning news: multiple fatalities, devastation and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on Western support – a dependence that regional partners are demonstrably unable to fill in the short term.

Failed Diplomacy

The comprehensive proposal from American leadership sparked intense emotion, debate and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new initiative from Washington adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This trend will, undoubtedly, endure.

Tactical Assessments

It is easy to blame specific actors of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a principle understood by international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The American government assumes that it is unfeasible to compel Moscow to relinquish the territory that it already controls in Ukraine's south or east.

The challenge is that while recognising this factual reality, Washington does little to prevent Kremlin actions, through statements or actions, from believing that the current condition will not evolve additionally in its favour in the coming year.

Divergent Views

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its partners are nearing depletion. Their motivation to agree to terms that does not give them the greatest potential benefit is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding civilians and areas but avoiding a entire defensive failure until circumstances change in its advantage.

Current Realities

Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unworkable, so that their attention does not move to homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains quite doubtful that this will change their overall approach.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a only one week to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, recent disclosures, all achieved their purpose.

While new proposals based on old ideas are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and demonstrate particular unwillingness to alter the situation, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, primarily depend on ongoing international assistance.
